Borough Council's Monthly Meeting

The monthly meeting of ; thd Otaki Borough Council took place at the Council Chambers on Wednesday night," the Mayor, Mr. -C. F. Atmore presiding. .There were also present Crs. N. D. Anderson, E. J. Cook, H. W. Hakaraia, . G. McKinley and J. L. Rettef., Leave of absence was granted Ch K. S. Ames. ' - ... The works' committee- recommended that when new footpaths were being constructed, the adioining owner be required to pay £3 per ehain towards the cost. Also that Mr. I. Mathie be appointed in a temporary capacity to the outside staff. The report was adopted.' Cr. Cook asked that his vote be recorded against the footpath construction charge. He contended -that many ratepayers had been contributing towards a footpath rate for years yet hadno path. The works committee chairman, Cr. Retter, replied that many footpaths were wanted and the council could not finance them all wi'thout some help. The works committee tabled a further recommendation, that 5 the Horowhenua Electric Power Board be > asked to instal a trial fiuorecent street light. This was also adopted. The postmaster, Mr. C. G. Anderson, advised the council that an application. for a public telephone booth and postal .box at Otaki Beach had been submitted to head office for consideration. Two further applicatipns for council sections in the Tasman Beach motor camp vicinity were received. It was reported that applications for eonsent to saies had been prepared. An application for permission to hold a shop day in Main Street on September 30 was received from the Otaki branch of the New Zealand Labour Party. The application stated that the one . day was all that would be asked for this year. It was granted. The Otaki . Cricket Club requested permission to use the domain for the season as from the week ending Saturday, Sep- » tember 17, thus enabling it to prepare the wicket. The Horo-r whenua Rugby Union sought permission to play matches on the domain in September, current arrangements having expired at the end of August. The town clerk, Mr. Alex. Wilton,, reported that arrangements satisfactory to both applicants had been made. . The town planner,, Mr. Fosfer, advised that he could see no objection to a permit. for the erection of a workshop in Dunstan Street should an application be received, as the section under discussion was in the portion that would be classified as an industrial area. A copy of this advice is to be forwarded to the comnlaina.nt.

Mr. M. ' D. Congreve, of Moana Street, Tasman Beach, wrote objecting to the way the road was • being built up outside the writer's property, stating that a front fence was now two to four feet below the street level. The letter further stated that a post and fence had been damaged, and expressed the view that the council should be responsible for reestablishing it. The works committee reported that the position was not as bad as stated, and the foreman is to confer with the complainant. The Anglican Beach Hall Committee forwarded an application for a street light to be placed on a pole near the entrance to the hall grounds. The applicant pointed out that the spot was particularly dark at night, " and with no light and cars parked a serious acoident might be caused. Councillors reported having viewed the sc'ene and it was agreed that a ligbt should be installed. The health inspector, Mr. W. J. Guinan, asked the council to take steps against an owner of a dwelling at Tasman Beach to have certain nuisances abated, to provide adequate cooking facilities and to put the building into a good habitable eondition. "Over the last three years I have made several inspections' of the premises and sent notices to the owner, but nothing has been done to abate

the nuisances," added the inspector. Notice in terms of the Statute is to be served on the owner. A communication' from the inspector of explosives advised the council that his department did not undertake the inspection of newly-installed underground petrol tanks and as the council was the licensing authority, the responsibility of seeing that such tanks were c'orrectly installed was the council's. The letter was received and the position is to be further discussed.
