Poljtical developments in South Africa might ultimately lead to an open conflict helween the white population and African interests, ; Lord Hailey, the expert on colonial administration, who recently returned from Africa, said today. ■ , "The change is not due merely to the substitution of Dr. Malan for General Smuts. It represents an increase in the tempo of a process and a policy which has been going on since the Union got its own status and separate Government in 1908." Emphasising the possibility of conflict between the white and coloured interes'ts, Lord Hailey said: "The white population _ is prepared to stand that in 'the interests of maintaining its own standards of life and its own type of civilisation. If such a conflict does ensue and takes_ an open form, either in the political field or even in a worse field, it will have a noticeable reaction on the' position of South Africa in the Commonwealth and on the Commonwealth itselL"
