i Received Tuesday, 10.40 a.m. WASHINGTON, Aug. 29. President Truman today publicly assured Britain that the United States would do everything possible to help solve British financial problems. He laid down four5principles as a basis for the solution of the present world difficulties and the achievement of a sound and expanding world economy.
President Truman made his state- , ment in a major economic policy v speech at the convention of the American Legion and Ex-Service-men's Organisation. The four principles which he said must "be clearly understood" are: — Firstiy, a sound and expanding world economy was essential to world peace. Secondly, sound and prosperous relations among nations depended on the exchange of goods and services on a business basis. Thirdly, free nations must continuousiy follow a policy of mutual concession and co-operation. Fourthly, the democratic nations must not interfere with each other's internal politics. President Truman declared: "In our discussions with representatives of the United Kingdom and Canada, as in our approach to problems with other nations, we must keep clearly in mind these basic underlying principles whereon the economic policy of free nations must be based. We look upon these talks as discussions among friends about problems which affect all of us, and in solution of which we all have a common interest."
