Moutoa Estate Development
The Minister of A^ptculture had avoided the point, commented Mr. M. H. oram (National, Mahawatu) in the House of Representatives when the Ministerial answer regarding plans for the development of the Moutoa Estate by the Crown was presented. , ' Mr. Oram said he could not be satisfied with the reply. The scheme for growing flax would be m operation in 1952 and the department was also going to carry out grassing on portions of the estate. The land woul'd thus be utilised for trading purposes. Consequently the department shoiild pay the ordinary rates. The Government should recognise that it' had a moral obligation to the local body, which should receive the same amount of rates as if the property was being used for the same purposes.
