Received Tuesday 7 p.m. LONDON, August 16. The Government of Hong Kong has decided to issue a special inessage to British troops in Hong Kong explainin'g the reasons for augmenting the garrison of the "Colony. The statement says that two main reasons for this are that Britain has obligatious to Hong Kong and its people which cannot hoiv ourably be overlooked or renounced and that it is essential in the economic mterests of Britain, to retain the Colony.
