Received Tuesdav, 7 p.m. WARRINGTON, August 15. The Rtate Department has hailed the West German election results as a rctnrn to democracy and a big defeat for the Communists. Tn a formal statement the Department said: "One striking feature was the failure of the Comrnunist Partv even to hold the small strength it had shown in former State elections. Tt -mll now be little rpore than a splinter party in the new Assembly." The Daily nerald's B^Uin correspondent describing t1 .iiieter of Dr. Adenauer, leader oi „ne German Christian Democrats who topped the poll, says his bitter struggle with the Social Democrats reflects his nnflinching opposition to all forms of socialisation. Dr. Adenauer is a defender of free onterprise and private property.. He has no love for Great Britain or its Socialist Government. He is holding his fire on the Amerieans because of Marshall aid and the prospect of inve«tmont of foreign eapital in Ruhr industries. Dr. Adenauer despises. the French for their oecupation taetics and hates everytliing Soviet Russia stands for. ' _
