The question of inviting Western ' Germany to join the Council of Europe after the week-end German eleetions, is expei-ted to be raised in the Europoan Assembly by Mr. Churchill or another Conservative member of the British delegation, Most observers think the setting up of ,a free Government ouglit to satisfv Germany 's inelusion , in the Assembly l>v next session. I Mr. HarOld MacMillan. on behalf of fhe British Conservative representa- ( tives. issued a stateiuent backing Mr. ' Churchill 'a motion designed to open the way for an' Assembly debate on politi- 1 eal problems involved in the European TTnion. Mr. MacMillan said it would be fantastie if the Assembly adjonmed without eonsideration of such problems. AT r. Churchill 's motion whieh has been accepted by the Foreign Ministers, ealls for eonsideration of "auv necessary changes in the politieal structure of Europe to acliieve greater unity between members of the Council of Europe. ' ' The Council of Europe today began a debate on the revised agenda whieh provides for diseussions under five genera.l Jieadinga and on two specialised suh.jeets. The general sub.iects inelude economic. social and eultnral matters, human rights and eonsideration of changes in the politieal structure of j Europe to achieve greater unitv, The specialised subjects call for . eonsideration of European mssports and the. creation of a major programme of nublic works to be carried out colleetivelv bv member States. ' The President and Vice-Presidents recommended that each of the five gen- 1 eral subjects be. allotted two days for f 'ccussion before being sent to com•ni'ttees and that the specialised sub- . jects be referred to committees without general disenssion. Thev ruled ont all proposals with fewer than ten signatories, which inclnded one put forward hv the Trish delegation ealling for methods of eliminating causes of disimte between member Btates. This was regarded as a bid bv the Trish to secure a diseussion of partition. The Council adjourned until Tuesday.
