m Received Thursday, 7 p.m. GENEVA, August 11. • Russia spends 15 per cent. of her national income on armaments, Britam 8 per cent. and France 6 per cent., said the British delegate to United Nations' Economic and Soeial Council, Mr. Corley Smith, when speaking to a World Federation of Trade Unions' resolution that a reduction in arms expenditure wrould help solve unemployment problems. hlr. Smith added: "There is nothing Britain would liko more than to cut down her expenditure on armaments but in the present circumstances it appears impossible. "
