MOSCOW, Julv 28. A powerful resistance movcraent of 50,000 partisans is growing up in Hpain, «ays the offieial Soviet Government newspaper Izve3tia. This movement, says Tzvestia, is heaclerl bv i&e Spani,':i Oommunist Party and General Franco is sitting on a voleano with ahout 115,000 political prisoners in Spanish gaols and concentration camps. Almost threequarters of Spain's State budget for 1949 is being spent on the maintenance of armed forces, police and gen darmerie. ' Izvestia says a secret agreement has been conchided between General Franco and tho Pnited States and the arrny was actually in the liands of the American general staffi. The Western Powers had not given up their plans to include Spain in the Marshall aid plan' and North Atlantic Pact.
