lightened countries in the world and its economy is constantly improving. Mr. Panyushkin's allegations plainly stem from Soviet frnstration in its nefariou? plot to absorb Japan into the Soviet orbit's influence." General MacArthur said the Russiaffis were disappointed in the hope that the introduction of dis- *. order and violence by even a small . minority would turn the progressive tide of democracy in Japan in favour of the Rutsians' own totalitarian concept of despotic force. "Rnssia was unwilling to contribut even in the most minor degree to tll« tremenllous task of the reliabilTtation of Japan." Russia during the four years of the occupation "mockingly derided and, with sinister intent, obstruct» ed every forward step attempted. " General MacArthur said the allegagations were so untrue and so often repeated that they hardly merited another denial.
