Average Value As Method Of Rating
Average value as a fourth means of ■ striking rates was again mentioned at this month's meeting of the Horowhenua County Council, this time by the chairman, Mr. A. M. Colquhoun, ' who said that the matter had been raised and discussed at the annual conference of the Counties' Association.-. Althougn it was felt that it would hot he a solution to the rating problem, it would be better than rating on unimproved value, he said. The suggesti'on of introducing an average value was originally that of the Hawke's Bay Joint Counties, which said that it would be one of the counties which would benefit most. It described the proposed new valuation^as a compromise' between capital and unimproved value and it could be assessed by adding half the value of improvements to the unimproved value, or, to put it another way, by adding the capital to the unimproved value and dividing by two.
