WELLINGTON, June 21. Wliether Communists ahould be admitted -to membership of the N.Z. R.S.A. or entitled to remain membern, was a question to be decided by tbe present conference, Sir Howard Kippenberger told today 's annual meeting of the Dominion council of the association. "We are an association affirming our loyalty to the King, British Empire and British Commonwealth of Nations," he said. "The first of the objects for which the association was established is 'loyalty to uphold' and defend the consti'tution of New Zealand as a niember of the British Commonwealth of Nations.' Your exeeutive submitted recommendations to the council on this matter and on my own responsibility I acceded to a request of the Communist Party that its representatives be heard — on this question of eligibility only — before any decision is made. I am firmly convinced we cannot deny this fundamental right of being heaTd. "
