Ruthless And Ambitious Group Of Men
Received Tuesday, 7 p.m. NEW YORK, June 20. General Waltcr B. Smith, former United States ambassador to Moscow, bitterly denouneed the Soviet Government as ruthless, in an address tonight to a conference of Governors at Colorado Springs. He pleaded for full support of the American military assistanee and European recovery programmes. '■ . fRussia is seeking to break the patienee of the demoeracies but'they do not want to risk war and will modil'y aggressive polieies wlien eonfronted with firm resistanee baeked by recognisable force," said General Smith. '"There are three elements in Russian Communism. "The first is a group of ruthless, ambitious men animated by lust for power and bound by the fanatical doctrine that the end justifies the means. "The second element is the seizure by this group of absolute control of the nation to carry out their aggressive polieies. ' "The third is the control and manipulation by these rulers of the subservient groups of other countries, so as to suhjeet those countries to the will of the dominant power. This will He done wherever freedom and demoeraey do not prove themselves strong enough to resist. ' '
