"Technically we have peaCe now — peace defined by the absecce of armed conflict — but certain.ly we have not got seeurity. "It is an unfortunate bnt valid criticism of modern international negotiations," he continued, "that a nation's yoice whispers or commands in exact ratio to its moral strength and milit ary p ot ential . " The American people also intended to . maintain their political way of life and if possible to raise the American living standard. To aecomplish these objectives and help the rest of the world to gain pea.ee also, the United States sought to further the 'purpose. and principles of the United Nations. "Peaceful sounding as these chosen goals may oe, I see no iinmediate indica'.itn that we will reach any of them 1 ; abandonnient of our present monopo'y of the atomie bomb or other weakening of oiir armed forces."
