Fines For Bookmakers Do No Good, Says S.M.
WHANGAREI, June 8. Cyril Herbert Benfell, hairdresser, was charged in the Magistrates' Court this morning with carrying on the business of a bookmaker and was admitted to probation^ for tweive months. - Special conditions imposed by the magistrate, Mr. W. Carol Harley, were that he mu&t not enter a public bar, billiard room or racecourse,- or associate with reputed bookmakers. Mr. Harley said that he was firmiy of the opinion that fining bookmakers was no good, because it did not s.op them. "Sj far as I am concerned," he added, "I am not going to fine them." Benfell had four previous convictions.
