Mr. Paul Porter, American aelegate. said the meeting was a faibire because (he Russians refused to agree to supply i-nformation by the seeretariat, be.wnd that already publislied in Ihe* Bovjet Union. The Russian delcgatc, Mr. M. A. Arutiunian wanted Irilaleiatiade negotiations to begin before ihe general information survev was made. ' The meeting agreed to instruct the seeretariat to* continue studies on EastWest trade.
