RUSSIA READY TO MAKE CONCESSIONS.
Received Tuesday, 12.81 a.m. BERLIN, May 2. Soviet cables in Berlin believe that Russia is ready to make far-reaching concessions to the Allied views on Germany 's future government, say the newspaper Montags Eclio. The paper claimed it had been told that Soviet plans for a Four Power conference on Germany were already complete. Russia's Fnited Nations delegates, Mr. Andrei Groinvko and Mr. Jacob Malik, were expected to attend a special meeting of the Soviet presidium in Moscow on May 22, at which a report on the negotiations at Lalce Success would be made. The Montags Echo said Russia's Foreign Minister, Mr. Vyshinslty, was f'liiefly responsible for the cliange in Russian foreign policy after his position in his own Government had been strengthcmed by the Western Powers'
eonelusion of the Atlantic defence pact. Mr. Vyshinksy believed that initiative in foreign affairs must remaift in the hands of the Soviet Union. General Lucius Clay (American Military Go vernon) said he had no information either confirming or refuting the newspaper 's report. The Montags Eclio is licensed by the British authorities. ,
