Costello - offer to allow Northern Ireland to retain her Parliamentarv institutions pro vided responsibility for foreign affam and defence were transferred to an All-Ireland Parliament. Alr. Topping added: "No practical person could ask us or any other btatc to consent to transfer responsibiliiy for defenee and foreign affairs from the United Kingdom and British Commou wealth to the Irish Republie."
