Mr. Hoyail said there was an ' ' insisteut request lor additional troops' although he wouid not say, from which vpountries the requests eame Mr. Royall said that even whenthe Germans were restpred to the controi of their gov ernment, the necessity for occupation troops was still important. The Uniteu States entertained 110 thoughi that there could safely be an> reduction of military forces in Germany in the near future. "With complete unammity, the leaders that I talked with urtged the necessity of American forces 011 the European Continent and the necessity of increasing those forces if possible. They realise they do not have either individually or collectively, forces that could prevent an armed aggression from the East and they look to us for the necessary assist ance." he said. "Any attempt to disregard the military aspects and depend entirely^on economic assistance, is totally unrealistic in face of the police State that recruits its 'troops by terror and coercion and controls them by the same means. We must maintain a clarity of purpose and military stature capable of direct and immediate aid should the need for aid arise. Failure to maintain one may quiekly nnllify the other."
