Received Monday, 7 p.m. WASHINGTON, April 10. Mr. J. Edgar Hoover, Direetor of the Federal Bureau of Investigation, today blamed American pa'rents for the prevalence of crimes by juveniles. He said newspapers every day, with stories of youth crimes, told of the failure of coo many parents to give their children proper moral guidance. Manv youngsters went from small troubles to seri ous crimes beeause tiiey had no one they felt they could turn to when they got into trouble. ' This primarilv is the f ault of parents," he said. "A youngster's start down the path of crime nearlv al ways ean be traced to the home he lives in. " F.B.I. records show there were three serious crimes every minute during 191-8 in the United States. Nearlv d-1 per cent. of all persons arrested were under 25 years of age.
