Referees Want No Change In Appointment Method
If the Horowhenua Rugby Union persists in, its clai_m tp be represent'ed on 'the appointinerits board of tfip Referees' As^ppiatipfi, then the tinion ma,y" "find itself -in the positjpn pf hayipg to- make the app .intmeh.s itself; This wps indicated at the annual ineetinf pf the'assppiatipn in. Levin M nifht and a long discussionL |n ihe wilbl§ Mpstipn §yijh|ngt^iiTn a resolulion that the unioh be advised that- the association was still desirous of having the apppintmentg board elected by the association, but that it would welcome the union's representatiye sfiting as a member of the association. The question of the association's ! attitude on the nominatiqn of a union member on ihe bpard was raised by Mr.' F. G. Garringtpn during the election pf officers. Mr. Carrington qqestioned the right of the union to maka the appointmeht. ■ in his annual report, the presl•derit, Mr. J. A. Zuppicich, also touched on the matter. "The necessity of this appointment J'Seems to be obscure," he said: "The 'success would appear to hinge on Whe.her h club infiuenGe wiU be lncorporated in the appointmenrs." Hitherto apppintments have' always been made with ihe "object of lifting the referee according to his progress in matters both practical and theoretical, and it wonld indeed be a matter for regret if this principle was interfered with in any way. The second impiication of this appointment is tb be won"d'ered at in view of the parent body once jrevising the in'tention to pro- ! ceed-" i Mr. Zuppicich enlarged on these ! points during a later discussion, fwhen he said that iast year the .union suggestep to the association ; .tfiat referees diyorce themselves 'from clubs, but the cbnstitution of ' i the management committee itself. :iwas basefi on club membership. ! and the man they appointed to the ' board would have' to be a club ^member. He said that last year ' the pressure had come from a ' single club asotlie result of a single
game and aithough it had been decided to continue with the appointment at the anhuail general meeting, it ha'd been a "yes— no" vote and he thought the recommepdation still came from the one c'ub. - The discussion took an unusual tufn when it was moved and sec.onded that the association continue with the appointment of its board, which constitutes one member. The motion was passed but the past member of the board-, Mr. Zuppicich, who was re-nominated, deelined, s\ating That he would not agree to the constitution of the board as it^now stood. A number of nominations followed with the same result. ■ "It appears that no one wants it/' remarked the president_ after it was agreed that the position be lef t vacant. The associations' resolution was conyeyed to the Horowhenua Rugby Union today and will be discussed toniglit at the meeting of the management committee. • '
