Itsaid: "The Soviet (iovernmenf j'eai's a I'ree interehange of ideas beeause of the realisation Uiat 80 years of Oom- ( munisni have failed to provide the patient Soviet people with a living standard anywhere appj'oximating that enjoved by the workers in the United States. - — The report bristled with denuneial ions of Moseow's "evasions, suspicions and s]>y ]>liol)ia." It added: "Xotable f'onununist propagandists" had been granted visas to enler tlie United States due to Ameriea's poliey of free exehange of ideas, but the Soviet Oovernment had never permitted witliin its borders an international meeting reju*esenting a wide range of polilieal viyws. Tlie report said tlie Kremlin must keep Russians I'rom outside eontaet to "induee its eitizens to tolerate tlie 'obvious failure of the Soviet svstem to provide for their needs and to aeeept at least passivelj'' the oppressive aspeets of the Soviet State. "It is also necessary to keep gullible Soviet sympathisers beyond tlie ITS.S.R.'s borders ignorant of Ihe aetuai eonditions prevailing in tlie Soviet Union."
