LONDON, March 23. Reuter 's Copenhagen correspondent says extra police were on duty outside and inside the Danish Parliament building when the Lower House began its debate on tlie invitation to sign the Atlantic Pact. Denmark 's Communist Party had ordered members to rally outside Parliament, later today for w]iat was expected to be the biggest demon tration in the party's history. The Social Demoerat Deputy (Mr. Julius Bomholt) in opening the debate for the Government, said: (1 We do not believe Russia is preparing for war and we do not share the Communist view that America is a warmonger, but an isolated Denmark is a finished Deni mark. " '
