Received Wednesday, 9.45 a.m. LONDON, Marcli.22. The complete official returns today for the Freiich departmental elections iast Sunday gave a clear-. cttt victory to the Premier, M. Herlri QueuUe's, '"ohird force" Govern-^ ment over the Communists and de Gaullists, says Reuter's Paris correspondent. The Ministry of the Interior's final figures gave the de Gaullists 25.3 per eent and the Communists 23.5 per cent of the votes cast. The Government is expected to consolidate its electoral gain next Sunday in the elections in the 785 districts where no cafididates received an absolute majority. * Observers noted three main points about the elections — the large number of abstentions, a drop in the Comm'unist vote and the large number of second ballots necessary (aibout 50 per cent). The main groups, according to the official figures, elected the following number of cOUncihors:— Communists 17, SociaiistS 108, Radical Socialists 126, PopUlar Republicans 36, Independent Radicais and Independent Republicans 185, and de Gaullists 170. ^
