Truman Will Request Broad . Discretionary Powers

Received Tuesday, 11.15 a.m. WASHINGTON, March 21. President Truman will ask for broad discretionary powers in the distribution of arms for Europe when the programme is submitted to Congress. He will ask for the total amount of funds which can be distributed as he and the State Department think fit. The latest estimate is that the programme in the first year will cost between 1000 million and 1500 million dollars. The programme is still being prepared' by the interdepartmental committee, but should be ready for Congressional action shortly after the North Atlantic Treaty is submitted for Senate ratification next month. Some Congressional sources feel that the administration would have been better advised to await the treaty's ratification before disclosing details of the arms scheme, but many influential Senators want to know how much the treaty will cost the United States before committing themselves.
