The order requires that goods permitted to enter South Africa must have left British factories by midnight today There are 500 railway wa,gons in doclj today awaiting unloading. Lorries were bound for Southampton from all :parts of Britain and stevedores .have been working overtime fonr nights weekly". The South African restrictions were imposed to reduee the country's adverse ttade balance.
