WELLINGTON, March 8. Arising out of a circular issued "by a firanch of the New Zealand Carpenters' and Joiners' Union, 'calling on members to pay a levy of £1 per week for the financial suppoft of the Auckland carpenters during the present dispute, the Department of Labour has been asked by a number of members of a branch whether there is any obligation to pay such a levy. The Department states it has advifeed that section 143 of the Industrial Conciliation and Arbitration Act, 1925, provides that no levy is payahle hy any,member of a union save in.accordance with the decision of the union expressed at a ballot taken on a proposal to charge such a levy and, further, that such levy must be for purposes contemplated by tbe Act. The Department eonsiders that the levy referred to in the circular is illegal on both of these grounds and.. cannot be enforced and that any member paying the levy would himself be liable to be prosecuted for a breach oi the Act.
