Received Tuesday, 7.45 p.m. LONDON, March 8. Saying that it is now confidently expected in London that the Allnnlie Pact ■ will he signed in AVashinglon hel'ore the end of this luonth, the JDaily llerald's diplomatic eorrespondent adds that the text of the ptiet will be made pubJie in advanee so that the Parlia);ients of the signatory countries ea n, if tliey wish, discuss it before it is signed. The Pact, he says, will provide not ouly for imniediate help in the event of attack but also for luutual aid in the preparation of dofenee and for consultation if there seenis to be any danger of attack. The likeliest arrangement is that Britain, France, Belgium, Jlolland, Luxemburg, the United Plates and Canada will sign the Pact as foundation members while siuiultaneously Norway, Denmark, Italv, Portugal and perhaps Iceland, will sign an "Act of Aceession." It will be made clear, he says, that the Pact is entirely defensive and that the signatories Pn accordance with the Uno Pharter) will use neither force nor tlircat of force against any nation whieli keeps the peace.
