Six Revolutions In 13 Months

PARAGUAY, Feb. 28. After a weekend of revolution — the sixth in the last 13 months — Paraguay today had ,a new Cabinet compo.sel entirely of civilians under the provisional President, Senor Felipe Molas Lopez. Senor Lopez, who was sworn in yesterday, promised to call general elections on April 17 to name a President who would replace Senor Natalieio Gonzalez, the last elected President, who was himself ousted by the latest easualty of the revolution, Senor Raimundo Rolon. Political observers said it was the first time for 10 years that there were no military men in the Cabinet.
