Clearing Obstacles To Atlantic Pact

Received Monday, 7 p.m. WASHINGTON, Feb. 27. North Atlantic Pact discussions' were advanced today by a favourable statement by Senator Arthur Vandenberg, Republican foreign " policy spokesman, in the Senate. Senator Vandenberg said: "I think we are on our way to a satisfactory and adequate result. ' ' His statement was taken to mean that he considered the draft of the Pact was fully in accord with his insistence that Congress reserves the right to determine whether to use armed force in resisting an attack on a member of the Pact. With Senator Vandenberg's approval, the Secretary of State, Mr. Acheson, will now be able to enter negotiations for the Pact with the backing of both Republican and Democratic leadership df the Senate.
