Capitation Payments To School Committees
A resolution urging the .Education Department to revat to t.he old, system of paying capitation monies to rural schoo. committees in a lump sum was passed by the Horowhenua School Commitxee's Association at a meeting on Txiursd^,y nlght. It wili be brought for-Ward-by the. association's delega;e,Mr. V. J. Cottle, at the annual conference of the Domini'on Federatioh of School Committees' Associations. ' - When the- matter was raised, many members suppdrted the resolution, remarking that' today, witn the fund split into a wages account and a general account, a great deal of difficulty had been experiepced. In the rural schools especially, the wages account was "full up," while the general account was exhausted. This was explained by tne regulations, which only allowed wages for cleaning schools. Any work done outside which did not come within the scope of wages had to be paid out of the general account. It was pointed out that school committees still wished to retain the special account as a separate one. In this same -regard, the Education Board is to be asked to pay the capitation fees more promptly, and to notify school committees when the deposits are made. Members stated that at times they were not notified of the arrival of the money and .consequently were "rufining on the border' line" -unnecessarily at times. ,
