That individual rationing of electric power was not a step lightly taken can be gauged from the fact that during four open month, ly meetings of the Horowhenua Power Board the question was discussed over an aggregate of seven and ahalf hours. Many members were reluctant to take the responsibility of employing the scheme, holding the view that such control should be on a national basis. At the November and December meetings it was felt by some that the decision should he held over until the 1949 allocation of power. Lengthy detailed reports from the board's engineer, Mr. J. F. Bryce, and managing-secretary, Mr. R. A. Frederikson, who first put the scheme to the byard, provided a wealth of expert material to guide the members.
