Plumber Fined For Two Breaches

jThe Levin Borough Coiincil was -very concerned with the fact. that no opportunity had been given to inspect the work, said Mr. J. P. Bertram in the Magistrate's Court, Levin, on Friday when two charges against Allan Thomas ' Blackburn, plumber, of Levin, ' were heard. Blackburn was charged with constructing a drain without a permit and' with constructing water closets without a permit. On the first charge he was convicted'and fined £2. Costs were 10s. On the second he was convicted and fined £2, with costs 10s. Solicitors' fees amounted' to £3 3s. A, plea of guilty was entered on both charges and a further two charges were adjourned. 'Mr. Bertram, who represented ithe' sanitary inspector, Mr. W. J. Guinan, and the council. said that defendant had constructed a water closet and laid a drainpipe connecting it with a septic tank. Contrary to regulations, he had not obtained a permit and had not given the inspector an opportunity to inspect the work. For defendant, Mr. J. Todd claimed tha't Blackburn had been ■ led to understand by the owner jthat a permit had been obtained. j It was his practice to leave such •matters to the owner wherever jpossible. ; Entering the convictions against Blackburn, the Magistrate, Mr. A. |A.
