Received Friday, 9.30 a.m. VIENNA/Nov. 11. British official sources in Vienna said that a young political cqmmissar in the Yugoslav Arrby fled to^, the British zone as a political refugee because he was "convinced ihat fe'oviet Russia was preparing for war against Britain, America and the rest of the world." His name was withheld because of the possibility of reprisals against his family. The refugee said he thought there were no more than 500,000 Communists in Yugoslavia. Tlie remaining 14,000,000 were divided between people who were neutral and those who were opposed to Marsliall Tito. He said that the Yugoslav Government was pursuing a relentless eampaign against the peasants and there was great dissatisfacticm among the civilian population. There was little food and hardly any new clothing. Many people would revolt if they had the chance.
