The Soviet'did not desire pe^ce, Dr. Tsiang (China) told the Unitea Nations political eommittee, which is considering the Soyiet proposal for a one-third reduction in thq armaments of the Big Powers. # "In China we are not only fighting the Communists, but also against the Japanese who became Russian prisoners. At least 13,000 such Japanese are doing technical work in Manchuria. We cannot have peace when one country em-» ploys a fifth column against an,other. The Chinese will, therefore, submit concrete proposals for dis^ armament of fifth columns throughout the world."
