Received Tuesday 10 a.m. PARIS, Nov. 8. The United Nations Political Committee passed the first two paragraphs of the Four-Power Western resolution on Greece after a debate punctuated by many interruptions from the Eastern Powers. The resolution endorsed the report of the United Nations Special Committee on the Balkans, condemning Greece's northern neighbours for interference. and ordered the committee to continue its task oi' investigation ana pacification. Long speeches by the delegates of Pola'nd, Yugoslavia, Byelo-Russia and the Soviet held up voting on the resolution. M. Bebler (Yugoslavia) protested against the section of the resolution which noted that the United Nations Special Commission's conclusions that continued Slav aid to the Greek guerrillas was a threat to the independence of Greece and pt-ace in the Balkans, and that the conduct of Albania, Bulgaria and Yugosfavia was inconsistent with the purposes of the United Nations Charter. The committee, by 41 votes to one, approved the section. Poland voted against it and the other Slav nations refused to vote. M. Paul Spaak (Belgium) clashed repeatedly with M. Bebler. One clash followed a demand by M. Bebler that the United Nations Balkans Committee should give detailecl answers within 24 hours to 15 questions on the conduct o| the investigations in Greece. M. Spaak said that M. Bebler's tactics amounted to "systematic sabotage," and told M. Bebler, "You are abusing your rights and wasting time." Ivl. Spaak, M. Dulles (France) and several other delegates began to read newspapers as M. Bebler reiterated his assertion that the United States and Britain were intervening in Greek affairs.
