The Egyptian aud Israeli authorities were last rught ordered, under threat pf possihle sanctions, by Ynited Nations, to withdraw their. troops to the positions they held !in Southern Falestine before the Negev fighting started on Qctober 15. They were alsQ ordered to negotiate directly or through TJnited Nationa' intermediaries to establish permanent truce lines and neutral zones. " If either sxde fails to withdraw as : required, a seveh-nation committee will report to the Security Council f on measures to , be taken under » Chapter 7 of tbe tTnited Nations Chapter. ' This provides • for the settlement of disputes by various measures including negotiation, • sanctions and armed foree. ^
