During a-violent attack today on the Westejn plan for world atomid •tfbirtrol, Mr. Vyshinsky (Russia) suggested that the East-West deadlock might be broken by a quota system for atomic raw materials. Speaking in the United Nations General Assembly during the full dress debate on the atomic qu.estion, Mr. Vyshinsky said that the problem of a quota would remove.one of the principal obstacles to the basis on which international control could be built, and it might lead to a settlement of a whole number of other problems. Mr. Vyshinsky 's reference to the possibility of a new approach to atomic control wasl immediately seized by M. Paulj Ramadier (France), who declared that the new proposal was an "important new element." He called on the Soviet to make its proposal more concrete for further discussion. Mr. McNaughton (Canada) said that the Russian proposal was over simplified. "The world will be free from thej danger of atomic warfare only if the whole proeess is placed; within the framework of an j adequate system of control. Mr. Hector McNeil (Britain) i said that the Soviet had failed to answer specific questions on the form of atomic energy con-l trol that they would accept. { He added : "It is very hard for j any one of our delegation to re- ' fuse an offer of a compromise."
