MUST HAVE CHINA BEHIND HIM
Received Mondav, 10.55 p,m, XEW YORK, Xov, 1. Cojnmenting editorially on tlie statement by Generalissimo Chiang Kaishek that the Communist conquest of Manchuria would mean the virtual beginning of another world catastrophe, ithe Herald-Trjlmne savs: "His reniedy unfortunately is a familiar one," To uvoid a third was it was ' necessai'y to come to the resc-ue of Asia '- — meaning that Chijia's rescue, or particularly Chiang Kai-shek's rescue — and it is the United States which mnst do the rescu ing, It is the old argument which the Generalissimo has used so manv times since Japan's conquest of Manchuria in 1931. It is a persuasive ' argument yet it confronts two immovable facts, firstly, American power resources are not unlimited, and secondlv, even if these resources were tenfold what they are now, they still could not save Cliina ' unless China can somehow develop internal strength and leadership to save herself. Chiang is an able leader but hopes of American aid are no substitute for policies and principles of leadership which will find a mass response anwmg the Chinese people."
