Reeeived Tuesday, 9,25 a.m, SHANGHAI, Nov, 2, GeneralissimQ CUiang Kai-shek todfiy admitted tne Government's defeat in Manehuria, but ;said that the Communist foree's "are not yet in a position" to bring North Qhina under their mgnaee. Addressing the Kuomintang Qentral Political Council, Generaljssimo Chiang Kai-shek said that his listeners need have no fgar for the situation as a whole, adding that the fighting.- forces under General Fu Tso Yi had been sufficiently strengthened. Aecording to authoritative reports, the Communists today completed the occupation of Mukden after subduing sporadic resistance, and are now restoring the municipal services in the city. The occupation of Mukden gives General Lim Piao's Red forces virtually complete control of Manuchuria and ends one of the most bitterly fought campaigns of the 2D-year-old civil war, A report from Peiping says that General Wei Li Yuang, Government commander-in-chief in Manchuria, has been detained at an undisclosed place, by order of Generalissimo Chiang Kai-shek, for disciplinary action after fleeing •from Mukden. Reuter's correspondent at Tientsin reports that the British and American Consular authorities today adyised their respective nonessential nationals to evacuate to safer areas w-hjle transport facilities are still available. At the same time they discouraged panic or exoreme alarm. The British eommunity in Tientsin exceeds 500 persons and there are 180 Americans.
