New Approach To Palestine Problem
Received Monday, 7 p.m. PARIS, Nov. 1. According to "United Nations' ofificials, rooves have liegun for a netv approach to the Palestine problem which, it is hoped, will s^tve the Security Conncirs face. It will permit Arabs and Jews to negotiate their own settlement, Dr. Biinche has priyately cirenlated Secnrity Council. members with the plan which provides, firstly, the settlement of outstanding truce problems ; secondly, an armisticp with terms inclnding the demobilisation of the Jewish and Arab armies ; thirdly, an Arab-Jewish agreement to nego^ tiate a permanent peace either directly or throiigh United Nations. Dr. Bnnehe sounded out both Arabs and Jews on the proposals but their reactions have not been disclosed.
