The four Military Governors of Berliix ended tbe fiftli dav of intensive negotiations uithout conipieting actiou on the directives from their (fovenimunts, report agency eorrespondents m Berlin. The Governors are believed to have agreed in principle on the terms for litting the Berlin bloekade. An American spokesman said the transport coniiiiittee will hold a special meeting tomorrow. This would lie the iirst special meeting any of the commitees has yet lield. The transport committee is working out technical details for lifting the bloekade, report eorrespondents, and news of the meeting started rumours tliat the bloekade would be lifted at any moment. Responsible quarters thought such a development unlikely since the Governors would have to refer any agreements back to Moseoiv before acting on them. ■■■ - ! The results of the Berlin talks are unlikely to 1 >e officially announced m Berlin, but there is more obvious optimism in Anglo-Ameriean quarters today than at any time since the Four I'ower talks opened. > The Soviet eoiitrolled Berlin radio announced that 15 the Russian military authorities had agreed to give everyone in the Russian zone during September, an extra two pounds of flour or an extra three pounds of bread, in addition to the ordinary rations.
