Received Thursdav, 11.30 a.m. LONDON, Sept. 1. The discussions on Germany by the Westem envoys to Moscow have been considerably embarrassed by what appears to be a United States State Department and British Foreign Officg news leak yesterday on the Moscow conversations, says the Associated Press' Moscow correspondent. It is understood that the envoys will make some explanation to the Soviet representatives when they next meet. One of the envoys was so disturbed that he sent a stronglyworded note back to his liome capital. The three envoys did not meet tcday. They are awaiting the Military Governors' reports. *
