NEW YORK, August 30. Mr. Artliur Hays Sulzbcrger, jmblisiier of the New York Times, said vesterdav tlmt the New York Times would forgo part of its sliare of news-pi-int for British use if other Americau publishers would do the same and it the British Uoverrnnent would allocate the dollars. Mr. Sulzberger, who was addressing the New York State Publishers' Assoeiation, said ho felt that under the present strict newspriut ratiouing, British newsytapers were unable to suppl.v all the information needed by the puidic. The British Labour (loverument was " riskiug the fnudamental democracy of its people by ratiouing their information." He added: "I tliink a newspaper should place more and mere emphasis on information and less on entertainment. "
