The National Assembly opened the debate on the Special Powers Bill this morning. ihe Assembly defeated hy 386 votes to 201 a Communist motioh to reject a demand by the Minister of Finance, M. Reynaud, for sweeping powers to restore .France's economy. Some de Gaullists voted with tne CommUnists — their bitterest enemies. Observers say that the Assembly's failure to agree on the Bill would precipitate a new Cabinet cnsis, which might lead to a-gen-eral election. Already several committefes of the National Assembly, including the miiitary, labour. and industrial production commitiees, have attacked the Gov^rnment's plans. The committees sought to remove ! their departments from "rule by I decree" as.j soon as the session 1 opened. M. Reynaud, in the National Assembly, defending his Bill, said 1 that French economy and the | social structure would inevitably J collapse unless far reaching action ' was taken to anticipate the cessation of Marshall ard. r M. Reynaud rejected the Finance Commission's amendments to the Bifi, saying that he would not continue with the task unless granted the powers he seeks.
