French and Benelux Foreign .Minislers, beginning at The Hague on Monday, will discuss Berlin and the steps to bo taken in the event of furthev developments there, before dealing with 'purely Western Union affairs. A further Three-Power Xote to Moscow is expected to be sent after the conference ends.
