UNMASK RUSSIA'S INTENT.
Received Sunday, 7 p.m. LONDON, Juy 18. The British United Press Berlin correspondent says Major-General Donovan, • the late President Roosevelt'a special wartime envoy and former head of the American Secret Service organisation, arrived on a visit " as an ordinary citizen." He conferred with G-eneral Clay and later told interviewers that "by holding the initiative here .we can unmask Russia's intent if sne wants war, or prevent it if she is bluffing. If Russia is intent on war, it won't make any dlfference whether we learn it here or 25 or even 500 miles farther back. The issue isn't currency reform hut Russia's desire to stop the European recovery programme and drive us from Europe. ' ' The Assoejated Press Berlin correspondent says it is known that other high American officials here share Major-General Donovan's opinion. They say the only way to learn the Russian intentions is to make a show of force, perhaps with an armed effort to hring a convoy up the autobahn.
