Hyderabad Won't Surrender To Force

The Daily Telegraph's Hyderabad eorrespondent says Sir Walter Monckton, constitutional adviser to the Nizam of Hyderabad, flew back to New Delhi to give Lord Mountbatten the. Nizam 's answer to india's demands for accession. It ■ was "no surrender to force." This is expected to signal the end of the negotiations, and India is expected to take fresh measures immediately, including the intensification of the blockade of Hyderabad. India controls all communications in the area surrounding the Nizam 's State. A Government of Hyderabad communique blamed India for the failure of the negotiations about Hyderabad 's future. The communique claimed that the Nizam would agree to a plebiscite on whether the State should remain independent or accede to India, but India had demanded that the "substance of accession" should be conceded immediately. This was obviously unfair. India demanded before the plebiscite radical changes likely to cause serious political conflict. India had been dictatorial.
