The communique claimed that the Nizam would agree to a plebiscite on whether the State should remain independent or accede to India, but India had demanded that the "substance of accession" should be conceded immediately. This was obviously unfair. India demanded before the plebiscite radical changes likely to cause serious political conflict. India had been dictatorial.
