The French Assembly by 297 votes to 289 approved a motion authorising the Government to pai'licipate in the application of the six-Power recommbndations on Gormany. The decision followed a speeeh in which Prime Minister Schuman declared that Gerniany had beeome a heavy charge on Europe and the time had come to return to the Germnns the responsibility for the decision on their internal affairs. Aceording to a IVashington message Ihe Secretary of State (Mr. George MnrshalD said today that reasonablv rapid progress was being made in the negotiations with Britain. France, Sweden and Belaium on bilateral agreements with the United States setting forth the conditions whereunder Marshall Plan aid should be provided. Mr. Marshall deelined to speculate whether the deadline of Julv 3 for either the signing of the agreements or ceasing aid would be met. He said, however, that it was felt that if a settlement could be reached with the four countries now the negotiating prospcts of arriving at. agreements with the other twelre European recovery programme nalions were reasonablv hopeful.
