Some leaders urged that the eonstitution should apply to all Germany and that renewed eli'orts he made to obtain the political and eeonomie unilieatiou oi the oecupation zones. The Premier of Nortli Khine-West-phalia (Ilerr Kar! Arnold ) said 111 Ducsehlorf today that a meeting of the Western dennan Prime Ministers and the British and American Military Governors would he held next week to discuss the new Government which the Six-Powers Conferenee propused. Ilerr Arnokl said he wauted to make it elear before the meeting that the Eastern Zoiie must be adequatelv represented. ____
